Structure & Governance

The Town of Clover operates under a council-form of municipal government with a Mayor and Town Council who set town policy, enact ordinances, and adopt the annual budget.

Councilmembers and the Mayor are elected at-large, meaning they represent the entire town rather than specific districts. Regular meetings are held on the second Monday of each month at 6:30 PM in the Herb Kirsh Council Chambers at the Clover Community Center, located at 120 Bethel Street, Clover, SC.

The Council appoints a Town Administrator who oversees daily operations and implements the policies established by the Mayor and Council.

Elections & Terms

Town Council members serve four-year staggered terms to maintain continuity in leadership. Elections are held on the first Tuesday following the first Monday in November of odd-numbered years.

The Council is responsible for enacting the town’s tax levy, approving the annual budget, and selecting the Town Administrator.

Public Participation

Clover residents are encouraged to attend Town Council meetings. Agendas and minutes are posted online and available at Town Hall (116 Bethel Street).

To be added to a meeting agenda, residents should contact Town Clerk Phillips Dunbar at 803-222-9495 prior to the first Monday of the month. The Clover Community Center is fully accessible, and residents requiring accommodations should contact the Clerk at least 24 hours in advance.
